Reputation takes time to build up and even then it might be hard finding people for your project. If you want to increase your reputation and get more known around here, just keep posting and take part of threads.
To attract people to a project you'll need to "sell" it to them, build interest and show that it'll be worth their time. What makes your project stand out among the masses? will it get anywhere or is it one of those projects that never seem to go online?
A common problem when looking for someone to join the project, is that it's a lot of "I want" thinking; focusing on what you want and not what the person will get out of it. This doesn't work unless you have the upper hand. Make sure to really sell the project, try to reassure that it will be worth their time. By taking a quick glance at your thread, I can see you seem to have the hosting down and some progress, that's good. Well, actually I'm suspicious to as how much progress you actually have on the map.
"I just need a mapper to help me with some spawns, a town and maybe some cities? ", gives me the feeling that there is a lot more to do than what is said.
You need to share more about the server, I get little to nothing out of your description to be honest, and I have no idea what kind level you expect on the mapping. You could possibly try posting some images on what you expect out of the mapper. Right now people might be assuming that either it's some crappy teleport map with badly mapped places or perhaps something with extreme detail, scaring them away from even trying to apply.
After fixing your thread up, making it stand out from the regular threads we keep seeing from new members we've never seen before, you'll just have to play the waiting game. You could try contacting members yourself too, go through
http://otland.net/forums/jobs.61/ if you haven't already. Going through the mapping board could also be an alternative to find mappers, see someone whose skill seems to be on par with what you want? send a private message and ask them if they'd be interested in joining your project.
