how to make an item useable but not moveable

as the title says, I'm trying to put the item id "7726" on a stone. Its paper so when you click it it says " welcome" but players can't move it


Edit: i also am looking for a way to fix this problem:

when holding down a rune hotkey, paladins stop shooting, i know this is an easy fix
i had it fixed on the last server i ran
