How to make only VIPs able to buy houses?

Is there a way to make only VIPs buy houses? Does it have something to do with the premium account feature or is there a script that can do that?

I am using VIP System by Mock.

Also, I'd like only the VIPs to be able to create guilds.

normally the function buyhouse is included in the source. so you can make it on 2 ways.
1) add it to talkaction.cpp, what is more compatible, but harder to do.
2) add .lua script on buying house to talkactions and then you can add what you want to the script.

cause in sources there is no function related to VIP. I dont know.

Just make it a part of the talk action of "!buyhouse"
