How to make server public

I am using TFS 1.4 with Uniform Server and Znote Acc.

How can I setup my server to public and not just localhost like it currently is?

I have tried port forwarding however I am confused. My IP shows something different each place I look. Im not sure which is the correct IP and im also not sure what all files I need to change for the server IP

When I goto IPconfig
ipv4-10.xxx.xxx.xxx

When I goto IPchicken
xxx.xxx.xxx.56

when i got whatsmyip
xxx.xxx.xxx.32
