How to secure phpmyadmin?? Getting hacked by ip: 83.253.200.132

Im using gesior aac and ive got hacked twice by a guy during beta testing. I was wondering how set up a password for phpmyadmin and other stuff that makes my server more secure.

Im using old xampp 1.7.1 otherwise i cant use stians zaypay script.
And i looked at my loggs and his ip is 83.253.200.132

I use gesior aac, not modern aac. And gesior aac doesnt work on uni server, ive already tried. I cant connect to mysql database with uni server
