How to see who sends me data

I want to know who or how many computers are sending me data/packes and I would like to block the ip aswell.

Is there any program for it?

I use windows 7 32 bit.

I saw all the ip with netstat, but I dont know how much data they are using from me. I want to block their ip aswell.
