How to set daily/weekly/montlhy frag limit to skulls TFS1.0

Hi, I was wondering how to set the daily/weekly/monthly frag limit to red/black skulls in TFS 1.0 cause in config and in the source files I only see the option to set
killsToRedSkull = x
killsToBlackSkull = x
timeToDecreaseFrags = 3 * 60 * 60 * 1000

Or does it work as a multiplier automatically?
Let's say if I place 8 kills to redskull and a time to decrease 3hrs per frag, would that make it as if I get 8 frags a day/ 56 a week / 240 a month?.... I don't thing I would be that way, but I if anyone could help me out to clear this out or point me in the right direction on how to accomplish this, I would appreciated it very much.

I don't know much about 1.0, but if you use the 'search function' in windows for 'skull' it should show every file that contains the word 'skull' for you. Might help, i don't know.
