Windows Huge Connection Problem - Unsolveable?

Hello,
If you want to help me to solve this problem, you must read the whole thing.

The thing is that I want other people be able to login to my ots without using hamachi. Just ip changer and write the ip in it and login using tibia 8.6.

So. Let's start with some basic informations that you will maybe/definitly need to help me solve the problem:

I am using a wi fi internet. I am 'stealing' it from my neighbour. - please do not ask me to go and ask him for something because he doesn't know I am stealing internet from him.

My 'router' is a small device that has written 'Wireless-N USB Adapter' on one side. On the other it has written 'NETGEAR'. WTF, I will even give you a picture of it!

When I write in my CMD console the following words: 'ipconfig', the following informations shows up for my Netgear wireless device:

Now, when I check my ip adress on the site http://whatismyip.org/ the following ip appears:
86.46.86.230

Now, if you need anything else please let me know. I will give you the informations as fast as possible.

Please tell me if it's even possible for me to have ots where people can login without using hamachi.

If it is possible please tell me how. Step by step, explain to me how can I manage that. I will appreciate clear and easy answers.

I'm afraid you're going to have to ask your neighbor.
You need to actually get access inside his internet database to portforward.

It's just that I don't even know from which neighbour I am stealing it. I live in an apartment block. Do you think there is any other way to do it? I can't just go to every house and say "Hello, what type of internet do you have because I think I am stealing yours using wi fi. I need to check something on your computer"... ALTHOUGH I live in Ireland and people here are kind of nice xD but I still think that it's just wrong... :P

Actually it might still be possible, try putting 192.168.1.1 in your browser and see if you can access it.

No, I can't acess this 192.168.1.1...

GoogleChrome tells me 'Oops! Google Chrome could not connect to 192.168.1.1'

And well, I've had this internet for the last 2 years. I don't pay anything for that. I don't want to get my own internet because I do not know if I won't be changing houses or something. If I buy internet now, I wil have to stick to this house for some time (until the contract with internet provider will expire).... Also well, it would be another 30 Euro. Money is another issue that don't let me have my own internet.

When I enter http://192.168.1.15/, I get this.

The password admin/admin doesn't work for that. Although when I entered tha username and password that I had to create when I was doing those "security" things in xampp at the very beginning of creating database. I entered the username and passswor, and the xampp panel control showed up (the orange one). At the top it says "XAMPP FOR WINDOWS"...
