I'm assuming he lives in somekind of country where 40 (or something) of his currency means $1.

Thus 65000 ≈ $1600, which is a more reasonable price for such a computer.

you're right.. but still he have no proofs, and the longer he waits... the less the proof will count..

in my opinion only one can save him from being "scammer" is a well known member from here can confirm him or that someone actually believe in him and let him host and it gets confirmed that way.

About network, all is needed is minimum 0,1 Mb upstream and at least same down.

Ping should be lower than 500 Ms to the first internet provider station.

I've hosted servers with 375 kbs/upstream and 250 ping (Mobile internet)

I'm sorry. Computer isn't the most important. They are both important.
