I DONT KNOW HOW TO MAKE A SERVER

i download files of a server and there is not any Launcher to launch server. What should i do?

by other way, i used another files and only me could connect and i dont know how to create a database, what sohuld i do?

What kind of files? If it is a source then you have to compile them. (Look around on the forums here and you will find guides on how to do it.)
