I got problem with rates (Magic & Skill & Offline Skill rates) dont change

Hey, I have edited the rates for Magic lvl Skill level and more....
But it dont really changes. I changed the rates too extremly high but it still feels like it only skills very slow and offline training too. Only normal Levels go fast. Here are my rates. I hope you cann help me.
