I don't think you can give exp exactly, but you can use /addskill to give them levels.

/addskill player name, skill
/addskill Jo3Bingham, Level
/addskill Jo3Bingham, MagicLevel
/addskill Jo3Bingham, Sword
etc.

Just go into your server folder, data, XML, Commands.XML

You can see all your server's commands there. If it still dont work for you, your server has got some bugs probably.
