the first graphic card is

1 : Asus GeForce GTX 750Ti 2GB GDDR5 (128 bit) HDMI, 2x DVI, D-Sub (GTX750TI-PH-2GD5)

and the second is

2: Gigabyte GeForce GTX 960 4 GB GDDR5 (128 bit) 2x DVI, HDMI, DP, BOX (GV-N960OC-4GD

which is better? and why?

The 750Ti is one model worse than the 760, similarly, a 950 is one model worse than a 960. Thus, the 960 is one generation (they skipped 8xx) and one model higher than the 750Ti.
The 960 is literally supposed to be the better card. You have double the VRAM and a much newer chip with higher clocks. You want to buy a graphics card? Go for the 960, or save some $$$ and get a 6gb 1060
