I'm using the XAMPP for the server and I need to know how to setup the site from this Program
and how to change the site to one look like rl tibia site please I need you help

I don't think you do. The site URL shouldn't have to change if its running off of Localhost, it'll just redirect to your website.

127.0.01 is obviously your local IP, you're able to access to your website with that address in your local machine.
Players will be able to access your website via your GLOBAL IP address (www.myglobalip.com), if you want to create a dynamic IP to your server, something like yourserver.no-ip.org, take a look at this easy tutorial.

So let me get it
when I open the site I use the url 127.0.0.1 but if any player tried to enter the site they will use my ip ?
will if that right that will be awesome

hay I have tried to open my server as you said but it just said Error 403
and I opened it from anther ip so when players try to open the site it will show to them the same problem I need help please
