i need help with my ip changer

if anyone could help it would be very apreciated every time i try to open my otland ip changer it says this Otland Ip Changer has stopped Working

Do you have atleast: Netframework 3.5 or higher?

well i can use it but when i run as admin it says that but when i normal run it it doesnt

Then your account havent the premission to use the software netframework thats why you can use it only as admin <--- i think.
