What was this version supposed to be about? How it differs from 0.6.1? Where do I find some sort of documentation about it?

I've tried looking into RME code, but didn't found much about it except for being able to add attr on items.

Hmm, it was introduced in RME version 1.1.10.

The github project contains RME v3, it might have been omitted from this. We are diving into pre-git subversion period.
Latest source code from remeresmapeditor.com appears to be 1.1.9. x)

Maybe someone has an old archive of RME 1.1.10 or 1.1.11 source?

I believe @STiX might have an archive of this, or information about it in his otfans.net archive.
And maybe @Zisly knowns or has something. He was pretty active on otfans in this period.

Perhaps try to reach some mappers who were active in 2010 era, if they have the source code of 1.1.10~+

Edit: Bad news:
Found while scavenging archived links: Wayback Machine (https://web.archive.org/web/*/http://otfans.net//*)

Remere kindof gave up open source when he transitioned between version 1.1.9 and 1.1.10, and kept the remaining 1.x source code private. This might be why its hard to find the otbm4 specification.

well, if no one ever used that format, there won't be any problem if I write my own OTBM4 and make tfs support it, right?

yeah, or OTBM5. What change do you want to introduce to the file format?
