the real question is: do you kwnow your network to setup IP address?
Usually the simplest way is use DHCP; may be a server or a internet router. In this case:
Right click on Network Neighbourhood, then click on property, select TCP/IP->NIC, Click on propert, select Obtain an IP address automatically in IP address folder.
I guess however, you have not any DHCP so your PC cannot lease any IP address.
In this case select Specify an IP address in previous flow. To specify IP address you must know your network
