If you want to install gimp with the help file, open up a terminal and type or copy paste.

If you have gimp installed already but no help file install then run this command.
Code:
sudo apt-get autoremove gimp gimp-plugin-registry

Step 1
Add the PPA
Code:
sudo add-apt-repository ppa:otto-kesselgulasch/gimp

Step 2
Update the system
Code:
sudo apt-get update

Step 3
Install GIMP & it's helpfile.
Code:
sudo apt-get install -y gimp gimp-help-xx

The xx's correspond to the language version.
gimp-help-sv 2.8.2-0.1
gimp-help-sl 2.8.2-0.1
gimp-help-ru 2.8.2-0.1
gimp-help-pt 2.8.2-0.1
gimp-help-nn 2.8.2-0.1
gimp-help-nl 2.8.2-0.1
gimp-help-ko 2.8.2-0.1
gimp-help-ja 2.8.2-0.1
gimp-help-it 2.8.2-0.1
gimp-help-fr 2.8.2-0.1
gimp-help-es 2.8.2-0.1
gimp-help-en 2.8.2-0.1
gimp-help-el 2.8.2-0.1
gimp-help-de 2.8.2-0.1
gimp-help-ca 2.8.2-0.1

Since English is my native language I chose en
Code:
sudo apt-get install -y gimp gimp-help-en

As you can see you can now use help without being online :)
