Windows Ip Range Ban

Hi everyone, im actually working on a friend's project and i need to ip ban someone with DINAMIC ip..
So i need to ban his Range of ip, any idea how?
if theres something posted about this.. give me a link please.

You cannot ban a changing ip , Once they change it they can log back in on another char. Just delete all their account linked to that ip and keep ip banning they will get lazy and just not come anymore ,
