Is it posible that weapons increase or decrease the attack speed?

You see a rapier (Atk: 10, Def: 8 +1, +5% atk speed). It weighs 15.00 oz.

You see a giant sword (Atk:46, Def: 22, -10% atk speed). It weighs 180.00 oz.
