Issues with sd.

I got a question about the sd script..

can some one please tell me how this fomula works?
setCombatFormula(combat, COMBAT_FORMULA_LEVELMAGIC, -1.3, -60, -5, 0)

why does that matter? Does that cost issues?

yes, i cost issues because sd is oke.. untill lvl 100 then the dmg stays on around 300, doesn't matter what magic level u get of what level u get.. so that why i wanne know.
