Lua item level restriction

Hi there!
Im using tfs 1.0. I've been playing with wands recently and removed level restriction on Wand of Everblazing in weapons.xml (removed level="65"). But when I logged in to the game I noticed it still requires level 65. I tried to set the required level to 0 but it didnt change anything. Any ideas what might be causing it?

did you restart the server or do /reload weapons
