Windows It's there anyway to make a custom client for 9.83

I want to make a custom client for 9.83 but every guide i follow it just don't work and i really want to create a custom client which works correctly , and vapus dont support this version y_y

I think there is no way to make a custom client 9.83 When i try edit it with HEX Editor when i search 1247 it jus't FOUND Nothing :S
