Just a little help with my RATES in config.lua

Im trying to have balanced rates between Magic Level and normal skills. How can i make them more balanced? For a low RL map

and another thing i have this in my config file, i havent eddited it yet, can someone explain to me the commands in green font please

Check your change log it may have this info for you for the green ones, but 10 is very high I would go with around 2 or 3 for magic rate and skill rate, being that your ot is more fast pace and probably faster attack than rl it will increase more quickly.
