I have a question: is it possible to host a TFS online on Windows? I was told it's impossible, that Windows only works with localhost and that to host it online for other people, it has to be on Linux. Is this true?

no, that is not true. you can host it on either, but i would reccomend linux for online hosting, its cheaper and runs better overall. all you need to do is open your ports for others to connect.

You can even buy a windows vps if you want . Easy port forwarding it and you can send the ip to anyone in order to connect.
 
But can I do that without any problem on a Windows VPS?
Yea you can host it on a windows VPS without any problems, but it's almost always more expensive. I like Windows, but Linux is generally safer and easier to manage in the long run.
I'm actually planning to try hosting a custom map on a Windows VPS in the near future.
