Well, you downloaded first version of that map editor. Go to Downloads - maptracker - Project Hosting on Google Code There download latest verson. 1.2.1 . Maybe it should work better.

That's error becouse you don't have installed .net framework 3.5
You can download it from Download .NET Framework Version 3.5 SP1 - Download - FileHippo.com After that, it should work.
