Generally if your seeing error's something somewhere is not going to work as intended.
If what your modifying is working as intended, then something else may be affected.
In general, when you start up the server, fix the bug.

Why do something if your not going to make it the best it can be?

open talkactions, find the two registered talkaction with reload, delete one.
The outfits seem to have been pasted extra times, may debug the client. Delete the extra ones.
winterwolf's loot seems to be error'd possibly from adding a bag and then not editing the lines properly. fix that or winter wolves won't spawn.
premy is either deleted from the server, or in the wrong directory. change it's location or direct to the correct directory. If it's deleted, delete that part from your actions.xml
same as above for lotto
duplicate registered ID, is because two scripts are trying to load the same item, possibly a mod?
items.xml is extremely important to have no duplicates. ensure that the extra's are taken out.

Bug's are always bad.
