You can refund up to 3 purchases ever and the purchases have to made within a month, they can be anything from ip boosts to heroes to skins etc altho when u refund a hero and if u have a skin for it you will loose the hero + the skin

yes and loose the champ ofc but u can only do this 3 times in your life so i would rather save it untill i need to refund a skin or a champ i purchased by RP

At this time we do not refund items purchased from the PvP.net such as champions, skins, runes and summoner name changes. Any exceptions to this are handled on a case by case basis and are at Riot’s sole discretion. This includes purchasing a bundle that includes champions you already own.

u have 3 refunds u can make and they are permanent. after 3 refunds u will never be able to refund anything anymore.
