Level Cap/Blessing with a twist

So basicly what i want for my server is kind of an advanced levelcap/blessing/stage system, or whatever u want to call it.

What i want it to be is to have cap level stages like this:
First cap level 20, if you die from level 1-19 you will drop nothing.
Second cap level 30, if you die from level 21-29 you will loose your blessing and get dropped to level 20
Third cap level 40, if you die from level 31-39 you will loose your blessing and get dropped to level 30
and so then 45 and then 50

Chance to drop something start at 10% (including backpack) 8% for first blessing, 6% second, 4% third, 2%fourth and 0% fifth

Level 20, 30, 40, 45 and 50 will be safe and dying here wont make you loose exp!

Everyblessing should overwrite the earlier once.

You should only be able to buy the blessings at the capped level, so first blessing is at level 20 and last blessing is at level 50.

TOTAL max level should be 50 so you can't gain exp at all after hitting 50 but you will need to buy bless to not loose your items.

Hope you can understand what i mean and can either help me on the right way or make a nice looking code for me :D

EDIT: Also forgot to say that im using TFS 0.3.6 (Crying Damson)

Yeah, im at work now but thought about a simple solution that should work. Setting up stages to so you cant get exp on 20, 30, 40 and 45 then make so you get 1 level when buying the "blessing". Just need to figure something out for the death penelty :)
