Level Protection Problems

My server is currently set to Level Protection for level 20. When I try to raise it to 99, the server crashes when players try to connect. Any suggestions on how to fix this?

I got 40 and works fine

Try to make it like 98, if it still crash try use 60 then.

The first thing I thought when I tried was "oh some lower level players might still have skulls and redskullticks" so i ran a mySQL query and cleared everyone's conditions, redskull, and redskullticks. This didnt do anything though. I will try to set to to like 60 and if that doesnt work, i'll try 40.

*Update I got it to work with 99. It seems to only crash when I try triple digit numbers *

I've got 100 and it doesn't crash.
