Solved Logging in after OS format (character list, connection erro)

I had problem on my dedicated server and I had to reinstal OS (windows)
I reInstaled all necesairry things (xampp, ots).
Website works perfectly (old highscores etc), server turned on.
Everthing was going well untill I tried to log in!
I saw character list then:....

[connection failed]
cannoot connect to the game serever.
error:connection refused. (10061)!

remark:
There is no need to port forwarding on dedicated server.

I freed ports 80, 7171, 7172 (even turned off Firewall) but still...
Everthing (I hope so) I did As previously (when it was okay).
HELP ME!!!
I've lost to much already
I need to restart this server

Post config.lua obviously remembering to take out your passwords.
