Login troubles - Connection failed?

Trying to log in (have tried 10.21 and 10.22 because im not sure what client?) and it keeps saying connection failed straight away no character list or anything.. Anyone know why? (Yes my internet is working perfect)
 
Update the client in your ip-changer so it actually uses a 10.22 and not a 10.21 client.
 
I can't find a new IP changer? But i have added client 10.22 to IP changer and i get the same message
