Looking for ot item editor (high version)

Hello I'm looking for an ot item editor (for higher than 9.0), and how to change versions manually ?

My best advice for changing items would be to go to the items.otbm (make a copy before doing this incase of needing a backup) open it with wordpad/notepad and search the item you want to edit and add the perks there. It's really simple and if you don't know how to add a special effect look for another item that has that effect, copy>paste on edited item>edit stat>done?
