Linux Looting Problem

Ello i got little problem at loting , when player X kills monster He can look loot , but if player y trying look loot he can't ... the problem is that he player y can't look loot ever in 30 second or ever in 1hour...

how i can make that not owner can open it after normal time ?

if player x kills dragon , and play y trying open dragon body it says "your not owner" even in 1 hour he can't open body...
how i fix it ?

What TFS are you using, sounds like an source problem.
