MagicFormula, How to Read it?

How do you read this formula and what does each number do?

Also, for the guild war system, where is the file where you edit the players shield symbol?

That looks like way too many numbers for a spell formula, there should be 4. I know numbers -10 and -20 should be the min and max I believe, check out a tutorial on spells in the tutorial section of the forums
