Make Paralyze PVP

E.g. take skull & get PZed if you paralyze someone.

It's only fair, it's a negative effect on a player that can get them killed.

With this I'm with you, paralyse is offensive and should punished.
But please do not make drunk rune making u skulled, i think its more a rune to have some fun with, and with the 3x3 range you shouldn't make it offensive.
