Making a access without any commands!

This is my question.
How do I do a access without any commands?
This is what I want it for, In my server there is waiting list and I've tried eevrything and it wont help me.. so I wonder
How do I add a new access so player with that access can login and have NO command at all?

Change all access of the commands to a number higher...

Tutor = 1
Counsellor = 2
etc, should be changed to:
Tutor = 2
Counsellor = 3

and then, in my server I called it VIP:
VIP = 1
Tutor = 2
Counsellor = 3

and that way, he'll have no commands

In my server every player start with ID "1"
and 2 is gm and so on..
