Mapping Help

Hey guys, getting back into mapping. In the image below, how do I put the water ontop of the stone floor with the stone being visable still?

I'm not into "newer" stuff, or all the stuff that came after 7.6~

But if you're using Remere's Map Editor then you should take a look at the ItemID from this water that you see on the lower floor and incase there is any special ActionID / UniqueID you copy it to the upper floor, it could also have something to do with the type of floor water has been laid on.

This is a picture that I'm inspired of, and am making a dungeon type area off this. Am unsure as to how they got the water like that.
