What's the spiral staircase doing their?

A staircase is a way to get from one floor to another floor ;D

So guess what its doing there, cud be used as a quest place, a boss spawn or just a normal spawn, use the ball ontop of ur shoulders

I meant, Ive never seen that type of staircase in nature. Ive only ever seen it in town.
