Meriana access & Eleonore quest

Hello, is that possible to pass behind the energy wall on Goroma ?
I've read you have to speak with Chondur on Meriana, but i can't get there without making eleonore missing ring quest. But there is a problem - this NPC is bugged. She doesn't say anything when i'm asking for that ring. What to do ? How i can get to Meriana ?

Just go to captain waverider and say 'hi - peg leg - yes'
