Solved.
Basically, it's the level ratio they need to be to gain EXP from a kill.
For example, minLevel = 0.5
and maxLevel = 1.0
That would mean that a level 50 can kill somebody from level 25-50 to gain EXP, in PvP-E.
But if the level 50 kills -level 25, or + level 50, he will gain nothing.
The number represents the % of their level, btw.
0.5 = 50% of their level (half their level)
1.0 = 100% their level (same level)
