Windows Modern AAC Problem, Please Help.

Hello, I got a problem with my modern aac. When I or anyone else is trying to connect to my website ot looks like this,

EDIT: When im putting in http://localhost inside the config.php file it's working but the web says that the server is offline, and when Im putting in my servers IP Adress it looks like this, (Picture).

Original layout? Do you have the latest PHP version available on your webserver?
