MODERN ACC Website Applications Help Please!

Hello, i'm nubaza and i need help please :S!
I have a pair of problems:


1. My website don't have limit of character per account. I like a max of 5 players per account.
2. I like that players can only create a character in his account every 2 minutes.

I use the basically Modern ACC.
It's make posible this systems?

Can you help me?
