If i bump my thread it just "updates" my last post, it doesnt bring it up.. is that something new with vbulletin? if so, it sucks

It was added with the latest update, to help with double-posting and even the triple posting users i assume.
 
The rule is that you cannot bump a thread within 24 hours, so, it doesn't suck.
 
Posts will be merged if 24 hours haven't passed
