Why would you recommend him "4 ram"? 4 MB or 4 GB?

This totally depends on the map size, number of players and the amount of MySQL optimization thats made.

You should never run on the exact amount of whats needed, always good to have 1-2 GB's to spare for certain reasons..
If you are going to host a real map I recommend atleast 6 GB ram, if you find a server with 8 GB ram that would be really good.

You can also try to find a dedicated server with a SSD disk, to speed up the mysql queries.
