need "cooldown" for 8.6

can i use cooldown in 8.6?
for example i have a super strong spell and i want to make this spell like "you have to wait 30 segs to use this spell again" but while you are waiting those 30 segs you can cast agresive spells such as exori frigo,exevo mas san etc..
so exhaustion in spells.xml cant do this work cuz i put exhaustion for 30 segs and in those 30 segs i cant use any spell ;S just healing ;S
