No, do not open port 3306. Your better off not sharing the mysql database to the public.

Start port is 7171 end port is 7172 then should it work.
If you want a website to open port 80 to

just add another two ports in the router firewall (if you are using)
and to windows firewall
the required ports is
7171
7172
80

but in fire wall what i add ther is inbound rules and outbound rules what should i add?

The image you've posted is your router's firewall/forwarding.
Your computer has a local ip address, where you'll forward 7171/7172 to. For some reason you've blackened it out.
On your computer you probably have another software firewall (Windows firewall or so) where you'll make sure connections through 7171/7172 are not being rejected.
