Need help with MODS

I've been searching around the forum for a while now, im not sure if im either blind or unlucky.. but i haven't found any tutorials about how to add a mod.
To be more specific, i dont have a data/mods/ folder.
I'm useing 0.2.7 TFS Mystic spirit. (i only have a global.lua in datafolder aswell).

And ppl keep saying "just add this and that to your mods folder and it will be working".
Well i dont even have one, and im not sure if creating one will solve the problem either.

Considering that TFS 0.2 does not support MODs while 0.3 and 0.4 do.

Oh geez mate, i cant begin saying which ones..
Well for starters, the alchemy system! (only dreaming)
And btw i gotta ask you, since i dont have a globalevents folder how do i use scripts like theese? <globalevent name="ctf_event" interval="60" event="script" value="ctf.lua"/> where do i put the xml codes and the luas?
