Hi i can conect to my website using localhost or 127.0.0.1 but i whanna make that pepole can log in with my ip adress or my no-ip adress how?

Open port 80, then other people or when you connect to thw website on an other computer can see your website with your global ip/no-ip. You can only see it with 127.0.0.1 or your IPv4 address.
If you opened port 80 and other people still can't see your website, check if a firewall is blocking it (windows firewall or a firewall from an anti-virus).
You can also check if a program blocks port 80.

How do i open port 80? ( i have alredy open so pepole can log in on my server but not on website)

Same way as you opened port 7171 and 7172.
