Network error, need some help

I've been playing in Ambera.net for while and then the server crashed and being offline for 5 hours then I've tried to login but i can't and i can see it online in otservlist.org and i can't login that was like crazy thing for me, I've asked some people from USA to login the site they said its work normally and I'm still can't login game/site So I've downloaded some program to change my ip to other countries ip and i can login the game finally but i can't play cause it's so laggy.
I've reported it to the gamemaster and this was his answer




so i need to know how that can happen and why?

Probably someone using the same ISP as you has attacked Ambera, and the server owner or admin filtered traffic from the entire IP range (he thought this was the easiest solution) because you have dynamic IPs.
